RESPONSIBILITIES

1. Overview:

  • The Group Head of Treasury leads the cash management and reporting for Company and all Company controlled entities, covering all cash, borrowings, intercompany funding, and banking activities across the organization. This position will directly and materially add value to the business, by managing cash investments and borrowings to drive material increases in shareholder value, returns on capital, and Economic Value Added.

2. Duties:

  • Work independently without managing a team.
  • Establish and implement comprehensive treasury policies & procedures including Treasury governance framework, cash forecasting, investment and risk management (based on leading best practices).
  • Treasury governance, policies and procedures:
    – Bank account structure; forex policy/ strategy, cash collections; payment approvals; cash account policies; dividends and distributions.
    – Regular reporting to the CEO/ CFO on Treasury activities.
  • Cash liquidity management & variance analysis:
    – Liquidity Management:
    + Daily cash balances reconciled and collated to reduce idle cash balances.
    + Manage against targets for: total available funds, weeks of liquidity on hand; Working capital; minimum balance buffers.
    – Variance analysis done by treasury team on a weekly, monthly and quarterly basis.
  • Excess cash investments and risk management, implement a cash investment risk management policy, performance and exception reporting:
    – Strategy and Philosophy: Yield maximization with sufficient capital protection and liquidity on its investments.
    – Policy: Documented risk management policy, (approved by board of directors). The policy contains investment management framework with details like permissible asset class, horizon, asset limits, segregation of duties & exception reporting.
    – Governance and KPI monitoring: Segregated dealing and non-dealing functions. Well defined KPIs for investments.
    – Asset class and horizon: TBD.
    – Counterparty risk assessment and management: Devise counterparty risk management policy, including: Process for evaluation and empanelment/deletion of counterparties; Key criteria for evaluation (for instance, Capital Adequacy ratios (Tier 1 and Tier 2 Capital), Liquidity & Profitability Ratios, NPA Ratio (Gross and Net), Long/Short term Credit Rating); List of approved counterparties; Counterparty limit setting; Monitoring and review mechanism including its frequency.
  • Debt management:
    – Oversee debt transactions; Manage financial intermediary relationships.
    – Oversee compliance with debt covenants and loans; manage reporting requirements to lenders.
    – Monitoring loan covenants and payments to banks.
    – Manage borrowing and intercompany funding.
  • Bank relationships:
    – Own relationships with banks, working with each business to understand and address their cash and working capital requirements.
    – Manage and oversee banking relationships.
  • Forex management:
  • Reporting: Standardized reporting parameters as per leading practices for tracking performance of treasury activities such as: Cash Forecasting (Total Available funds, Weeks of liquidity on hand, cash flow forecasting accuracy); Investments: (Mark-to-market, Value at Risk, Counterparty Limits, accuracy of forecasted investment income, Segmentation of investment portfolio); Detailed compilations of exceptions to be circulated on a monthly/ quarterly basis to senior management and with alerts circulated on as-is basis as soon as exception event occurs. The process to include exceptions handling mechanism and recovery action plan to resolve effects of exception.

REQUIREMENTS

  • Bachelor’s Degree in Accounting or Finance required; CPA or ACCA preferred.
  • 8+ years of financial management experience in a multi-national company.
  • Experienced as head of Treasury (reporting to CFO or CEO) for a $100m plus revenue business in Vietnam, managing multiple currencies; either local company or a division of a MNC.
  • World class in key areas supporting the business based on leading best practices (treasury policy, excess cash investments, and liquidity management).
  • Strong banking relationships with local and international banks.
  • Functional skills required: business planning & development, analysis & problem solving, financial reporting.
  • Business skills required: external focus, change leadership, communication, and developing people and organizations.
  • Vietnamese; English proficiency required.
