RESPONSIBILITIES

1. Job Purpose:

• Consult and research solutions for IT department according to the general development strategy from time to time for information technology services in order to improve the efficiency and automation of business and transaction processes of the Investment Banking division.
• Actively and closely coordinate with other departments within Securities and Investment fund as well as other related departments of bank’s system to deploy and develop technology products.
• Coordinate with the IT department of the SSC, the Stock Exchange, the depository center, to propose IT solutions suitable to the market according to state regulations.

2. Department resource management::

• Support the IT Director to develop a staffing plan, find and coordinate reasonable human resources, train and develop the next team, build a development roadmap for employees, ensure the maintenance of resources sufficient and qualified to have human resources suitable to the functions and tasks of the Department;
• Support the Director Technology in formulating the budget according to the annual operating plan, managing the Department’s operating budget according to the approved limit.
• Support the Director Technology in supervising and implementing the operations under the Division’s scope in accordance with the operational orientation of the Investment Banking Division.
• Participate in the development of policies, regulations, processes, and professional guidelines of the Department.
• In case of authorization, the representative of the Department participates in the Investment Banking project to build, structure and develop new products.
• Research technology solutions, assign specific tasks to each individual in the department, operating and controlling the activities of the management team in order to directly participate in providing IT services.
• Receive and assign, coordinate, supervise, implement the assigned work plan of individuals and management groups according to the operation orientation of the Investment Banking division, specifically:
  – Analyze business requirements, offer appropriate solutions in line with the strategy of IT and Investment Banking division.
  – Assign experts in the management team and/or directly coordinate with relevant departments to complete the assigned project.
  – Directly participate in application operation management, network and system configuration; deploy software development packages according to the needs of the business and Bank.
  – Provide professional and customer support for problems caused by the trading system.
• Establish and maintain close relationships with State management agencies: State Bank, Ministry of Finance, State Securities Commission…and state-owned banks, commercial banks, funds and investment banks, financial institutions, as well as corporate technology partners etc.
• Perform other related tasks at the request of the leader.

REQUIREMENTS

1. Degree/Profession:

• University degree or above majoring in IT.
• Priority to have international degrees and professional certificates in IT, security, network, programming.

2. Experience:

• Professional experience: Preferably have worked for at least 7 years in technology-related fields in banks, financial institutions or large enterprises in telecommunications and software.
• Management experience: Prefer 1 year of experience in management and administration.
• Business English standard proficiency as required for the role.

3. Expertise:

• Understand the company’s products and services;
• Understand the regulations, operating procedures in the unit and Bank.
